An undertaking, or group of undertakings, may apply for authorization to enter or to give effect to contract, arrangements or understandings even if such contract, arrangements or understandings are anti-competitive. Such authorisation may be granted if public benefits outweighing the anti-competitive detriment of the contract, arrangements or understandings.
